Sandbox carriers, magic codes and test scenarios.

Sandbox has three synthetic carriers: Relay Mutual (NAIC 99901), Relay Specialty MGA (99902) and Relay SSO Mutual (99905), whose sign-in popup accepts any username and password and returns codes TEST-0001 and TEST-0002.
